SCT will coordinate meetings with developers, city/state agencies and management involved to discuss and agree on specifics of the development (i.e. regulatory agreements, procedures, expected occupancy, etc.)

SCT will generate a Marketing Plan and assist in the development of advertisements that comply with the required platforms by the city and agency state. SCT will compile all application requests to keep track of all application mailings.

Screening of applicants assigned by NYC-HC to determine eligibility.

SCT can generate, review and submit annual, quarterly and monthly reports to meet the requirements of the agency’s program rules and regulations such as Owners Annual Certifications, TDS, Quarterly Electronic Rent Rolls & NAUR reports. Our team can ensure your staff make the necessary corrections to such reports.

- LIHTC & HUD COMPLIANCE SERVICES -

Tax Credit Eligibility Review

This review is designed to determine the eligibility of each resident. Normally requested by investors concerned with resident eligibility at the time of resyndication.

File Review and Corrections

SCT will review 100%, or a portion of your current resident files (LIHTC, HUD, Section 8, HOME) or other affordable housing programs in your portfolio. This will be followed with a report and advice on how to place files back into compliance.

Full Tax Credit Compliance/Section 42

We will review each resident file to determine whether the property meets the compliance requirements of tenant qualification and documentation in accordance with the rules and regulations of the IRS/ Section 42 Program. SCT will examine all aspects of tax credit compliance, including confirmation of set-aside requirements, review of special set asides; examination or place in service date relative to lease up deadlines; analysis of the applicable fraction requirement for mixed income buildings will be completed. Confirmation of, rent levels, utility allowance, income limits, NAU rule tracking compliance is included in our services. SCT will also examine housing accessibility compliance. In the event of multiple financing programs are used, we will ensure your property complies with requirements for all applicable programs

- ANNUAL REGISTRATIONS - DHCR -

SCT can provide assistance on registering the rents of your property with DHCR annually. We will review the rents to ensure your units are in compliance with rent stabilization code. If a property owner fails to properly register their rent, they can lose the right to collect rent increases as well as liability for up to treble damages on overcharges.

- SOFTWARE COMPLIANCE -

(Affordable Setup & Implementation of 50059, Tax Credit & HOME Programs)

SCT can help you setup and implement the HUD, LIHTC, HOME affordable module for proper tracking of your resident files compliance. A thorough review of income and assets of all initial files, move-in files will need to be verified to upload the correct data into your company software to avoid non-compliances.

– Set up Income Limits, buildings, units, project rules, and other requirements. We will review your system setup and provide you with guidance or update the system to bring your properties back into compliance.

Setup & Implementation (NYS HCR-Rent Stabilized Leases)

SCT can help you set up the lease module and implement your leases to verify if correct rents are being applied to your residents.
